Accreditation and Regulation in the U.S.A Stack Tester's View
The Presenter
Mr. J Sutton has been President of Entec Services since 2004. Mr. Sutton has over 30 years of industrial experience primarily in the electric utility field. Immediately prior to joining Entec, J was employed by Mirant, a U.S. energy company, where Mr. Sutton was European Technical Director. Mr. Sutton was involved in developing projects throughout Europe but was primarily concerned with power generation projects within Italy. While in this position, Mr. Sutton had extensive dealings Italian regulatory, environmental and political authorities at both the local and national level.
The Company
Entec Services, Inc. is a source emission testing company with headquarters in Birmingham, AL, USA. Entec has been in source testing since 1993 and currently has 35 employees in four branch offices (Hueytown, AL; Mobile, AL; Raleigh, NC and Baton Rouge, LA). Entec is an active member of SES (U.S. source testing trade association) and one its employees is a former President of the organization. In 2008, Entec was named an Inc. 5000 Company (fastest growing small companies in the U.S.).
Presentation Overview
Over the past several years, Entec has had to contend with a very uncertain path to accreditation. It has had to deal with individual accreditations (QSTI), state-level accreditation (LELAP) and newly proposed national accreditation rules (AETB, TNI, etc.). The presentation will discuss the evolving industry accreditation requirements and one company’s approach. The focus will be on the practical issues and problems affecting stack testing companies and how Entec has chosen to deal with the ambiguity imbedded in the current accreditation process. The presenter will also compare and contrast his experience in Italy dealing with environmental regulatory issues to those seen in the U.S.
